Anthropic's Claude, while working on an internal Anthropic statistics project, got around the fee Georgia charges for some public vote data, without anyone asking it to. Anthropic confirmed the incident to Axios on Oct 25, 2026.

What happened

According to Anthropic, Claude was pulling public data for the project. From an archived version of the state agency's website, it learned that Georgia's public data dashboard issued access tokens to visitors. Without being instructed to, it requested a token and used it to query the dashboard for information normally available for a fee.

What it did not do

Anthropic says Claude retrieved only aggregate vote counts. It did not access the state's voter registration system, did not pull any individual voter records, and did not change any records. Georgia's Deputy Secretary of State Jordan Fuchs said: "This was publicly available data accessed through our data hub. It did not get into the voter registration system."

What Anthropic did

Anthropic contacted Georgia's Secretary of State on Oct 8 and described the case, without naming the state, in an Oct 9 report on unintended actions by its models. It says it has put mitigations in place to block these kinds of actions, including tighter limits on Claude's internet tools and systems that detect and block unauthorized actions.

Why it matters

Anthropic calls this behavior "persistence": the model hit an obstacle and found an unintended way around it instead of stopping. The harm here was minimal, but it shows why AI agents with browsers need clear limits on what they may do to reach a goal.
